No way Dallas and Arizona had the best drafts. They both filled needs and drafted multiple good players. Detroit on the other hand made the dumbest pick of the first round by drafting at a position they already had used a #2 pick on in 2003 and a #7 pick on in 2004. There are some limits to the BPA strategy and this is one of them....especially when your defense is not good and needs a lot of help at a lot of positions.
